Both the Department of Energy (DOE) and the Nuclear Regulatory Commission (NRC) require that regulated facilities perform exercises under DOE Order 151.1D and 10 CFR 50 respectively.
For commercial nuclear facilities, the NRC regulates on-site activities, and the Federal Emergency Management Agency (FEMA) regulates off-site response – these requirements are contained in NUREG-0654/FEMA-REP-1, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants.
